New Members

A new member orientation is provided by the Commission's Personnel Office and is mandatory for all new hires.

ERS membership applications will be provided at orientation. A member of the ERS' Member Relations Team will be available to answer any questions you may have and assist you with completing the application.

New hires will join one of the two open Plans:

Plan E

This Plan is mandatory for all full-time and part-time career Merit System employees (except Park Police) employed on or after January 1, 2013; for individuals employed by the M-NCPPC Employees' Retirement System on or after January 1, 2013; for Appointed Officials appointed on or after January 1, 2013; and employees exempted from the Merit System who are appointed on or after January 1, 2013 by the respective County Planning Board as provided in Land Use Article, Sections 16-102 and 20-204, respectively, of the Annotated Code of Maryland.  Plan E does not apply to individuals who, as a result of their prior employment, are current Members of Plan B. This plan is integrated with Social Security.

Plan C

This Plan was mandatory for full-time career Park Police hired on or after January 1, 1979, and prior to July 1, 1990. Effective July 1, 1990, all Plan C Members were transferred to Plan D, and Plan C was closed to new Members. As a result of subsequent collective bargaining, Plan C was amended and reopened for all new Park Police Officers hired after July 1, 1993. Plan C also includes members who elected, on or before October 25, 2002, to transfer from Plan D to Plan C.

You should bring the following documents to orientation:

1. Birth Certificate
2. Social Security Card
3. Beneficiary(ies) - Name, address, phone number, date of birth, social security number
4. Driver's License

Transfer Service Credit

In accordance with the Annotated Code of Maryland, all members of an actuarially funded retirement system of the State of Maryland, or any political subdivision of the State may apply to transfer credited service to any other retirement system of an applicable subdivision or the State within one year of transfer to the new system.  All service must be certified as transferable by the former system. The ERS is a contributory system. Therefore, if you transfer from a contributory system, you will be required to transfer your contributions. If you transfer from a non-contributory system, there will be an actuarial deficiency at the time of retirement. If you have applicable prior service, it is your responsibility to request transfer of this service, in writing, to the Administrator of the M-NCPPC ERS.

FOCUS on Retirement Program
Once you have completed orientation, you will receive an invitation to attend the next "FOCUS on Retirement Program", which is usually held in the Fall of each year. This workshop is designed to help new employees grasp the importance of saving for retirement. New employees attending the ERS’ FOCUS on Retirement Program have an excellent opportunity to establish good retirement savings habits as well as learn about additional sources of retirement income.
